Public Affairs Manager

Purpose of the job:

  • To drive the strategy-setting, engagement, and activation of all external stakeholders who drive or influence the policies that determine our ability to successfully secure patient’s access to medicines
  • The Public Affairs Manager coordinates the blending of internal and external voices in order to
  • Establish & agree on the issue or unmet need
  • Communicate & advocate for the right solution
  • Shape the environment to create market readiness
  • Develop & support an implementation pathway
  • Portfolio responsibilities including new immunology treatments, orphan drugs, MS portfolio and oncology products

Core activities:

  • Mapping & Insights – health care environment
  • Identify policy/health issues that impact the business
  • Understand the external environment and identify the expectations and interests of key external stakeholders
  • Develop broad view on general developments in Belgian and Luxembourg healthcare sector (e.g. through participation in conferences, symposia, etc…)
  • Follow-up of policy framework and changes in environment for orphan drugs
  • Monitor and analyse new governments initiatives, potential change in law and broader developments (including parliamentary activities regarding healthcare); identify key trends
  • Proactively assess their business consequences in Belgium and Luxembourg, in close collaboration with other teams (market access, communication, regulatory, medical, franchise)
  • Develop guidance on environment evolution and inform proactively all BU about important developments during internal meetings (MT, MACOM, MAPA)
  • Map and manage the relevant key stakeholders in the broader health care environment
  • Strategy Setting
  • Determine the engagement and advocacy strategies that will most effectively achieve policy changes & business objectives
  • Construct and roll-out a long term Public Affairs Plan for the TAs, with cross-departmental actions; adapt plan to changing situations and priorities
  • Development of campaigns in collaboration with Business, Market Access & Communication

  • Identify and approach stakeholders and influencers to understand common points of interest or similar priorities in their agendas
  • Engage to start building trust-based relations
  • Build contacts with external customers, including the development of a stakeholder network, in line with the priorities of Public Affairs and Market Access plans and the priorities of the business units operating in Belgium
  • Build opportunities for strategic dialogue on health system with interlocutors and advocate for sustainable evolution of the law
  • Be the representative in some key platforms of discussion
  • Support to GM SGZ in OD working group
  • Advocating
  • Determine approaches to engage & activate external stakeholders to achieve policy changes & business objectives and execute them by means of coalition-building, proactive campaigns, calls to action, etc.
  • Ensure your point of view is heard by establishing and maintaining open dialogue between our client and (non-traditional) external key stakeholders
  • Develop partnerships with patient associations, healthcare provider associations (physicians, pharmacists, hospital, nurses…), sickness funds, trade associations, think tanks…, in order to discuss trends and concerns and evaluate together how to maintain both a sustainable healthcare system and balanced economic environment
  • Enhancing visibility and reputation both within and outside the pharmaceutical industry, e.g. through implementation of corporate programs, active participation in conferences, symposia, industry association meeting
  • Educate stakeholders on value Orphan Drugs
  • Contribute to obtain regulatory/financial framework for Home Care – PSP programs
  • Maintain & Elevate Orphan drugs on the political agenda
  • Focus on disease awareness & medical need for OD and new products in the SGZ portfolio
  • Measure impact

About you

  • University degree, preferably in Pharmacy, Medicine, Life Sciences, Political Science, Law or Economy or equivalent experience
  • General interest in current events (Belgium, regions, Europe, global)
  • In-depth knowledge of the Belgian political and healthcare systems
  • Previous experience in the pharmaceutical and/or healthcare sector
  • Demonstrated experience in a similar public affairs position (min 3 years) in a highly regulated industry, trade association, consultancy or related organization/field
  • High interest in the broad environment (macro – political, economic, social)
  • Good understanding of the challenges of the innovative pharmaceutical sector and the healthcare sector in general
  • Ability to translate public affairs objectives in a strategic action plan
  • Excellent analytical skills and strategic thinking to understand and address stakeholders needs
  • Strong interpersonal and networking skills
  • Experience in relationships building and management with internal and external key stakeholders; key account management skills
  • Excellent verbal and written communication skills; ability to make complex issues easy to understand; good affinity to adapt messaging to the relevant audiences
  • Proactivity (ability to anticipate future needs)
  • Strong team player and ability to work in cross functional teams
