Corporate Affairs Lead – BeLux

The Corporate Affairs Lead, BeLux, leads the corporate affairs function and activities in Belgium & Luxembourg for Celgene BeLux across all franchises and products.

He/she is in charge of developing a corporate affairs strategy (public policy, government relations, patient relations and communication) that support both short and long-term objectives of Celgene.

These objectives include (i) corporate objectives, (ii) functional objectives (iii) franchise objectives. He/she reports to the general manager and works in close collaboration with management team members and disease teams. He/she is responsible for Celgene external engagement and representation, including coordination of Celgene representation in external fora (pharma.be, AMCHAM etc.).

Role and Responsibilities


  • Lead development and implementation of corporate affairs strategy in coordination/support to other functions and franchise
  • Ensure effective budget planning and management for the corporate affairs team
  • Direct reporting line (associate manager corporate affairs), management of cross-functional teams around specific projects and mentorship of other Celgene employees
  • Represent the BeLux affiliate in internal regional meetings to ensure optimal coordination with regional Celgene corporate affairs team

Government Affairs

  • Develop sustainable partnerships with key external decision makers, health politicians, trade associations and other policy stakeholders
  • Monitor pharmaceutical policy developments in the health care system in Belgium and Luxembourg at the earliest stage (“horizon scanning”) and regularly brief the general manager
  • Early identification of planned changes in the legal framework, analysing all new national laws related to Celgene’s business, in terms of opportunities and threats, informing relevant functions of the organisation about the upcoming changes
  • Develop and implement advocacy campaigns to shape policy and legislative initiatives that are relevant to Celgene priorities
  • Management and influence of trade associations and coordinate a trade association strategy involving all Celgene representatives active in the trade associations
  • External Representative of Celgene towards policy-makers, trade associations etc.
  • Support general manager in preparation of external meetings with trade associations or key external decision-makers (briefing, talking points etc.)

Market Access Policy

  • Support the market access team by:
    • Defining corporate affairs priorities that will support and facilitate individual P&R negotiations
    • Defining policy objectives that will ensure an optimal regulatory and political environment that guarantees patients’ access to innovation
    • Building Celgene reputation and partnership with “payers”
  • Acquire essential information about pharmaceutical developments in the health care system in Belgium and Luxembourg at the earliest stage (“horizon scanning”) and deliver specific and consolidated information to the market access director in an efficient way (monitoring and identifying opportunities and threats for Celgene`s products, specific terms of pricing and reimbursement, storing information)
  • Develop and manage policy projects that would provide market access department with key insights, evidence and arguments that would help supporting their objectives


  • Establish and implement Celgene corporate messaging for Celgene BeLux. Work together with internal stakeholders and PR agencies to ensure that messages are clear and appropriate
  • Responsible for internal communication and CSR engagement
  • Develop and execute a communication plan to help increase Celgene’s reputation towards key stakeholders, leveraging on key assets and initiatives that have been developed at international and local level
  • Develop media plans for specific projects/activities (media event, press release)

Patient Associations Liaison

  • Build strong partnerships with patient groups in compliance with applicable standards and regulation and aligned with Celgene values
  • Develop and execute projects in collaboration with patient advocacy groups
  • Serve as the internal spokesperson for the assigned patient organizations to support strategic decisions and develop tactics to address needs/issues
  • Define and standardise best practices in patient advocacy relations

Skills/Knowledge Required

  • Demonstrated ability to develop and implement a corporate affairs strategy in line with business priorities
  • Solid experience working in either a government/public affairs consultancy or in-house
  • Previous experience/specialisation in healthcare and pharmaceuticals is highly relevant
  • Previous experience in healthcare NGOs, authorities, healthcare media will be considered as an advantage
  • Expert networker with strong contacts in the media, patient groups, KOLs, and healthcare community
  • A team player, with skills and experience from project management in a matrix organisation
  • Knowledge of regulatory processes and environment, understanding of procedures in the pharmaceutical industry and ability to establish relations with professionals and decision makers
  • Necessary scientific and interpersonal skills to interface effectively with key decision makers and opinion leaders
  • Outstanding communication skills (for verbal & written communications and public speaking)
  • Strong language skills are absolutely essential. Parallel to local language(s), the candidate must be fluent in English
  • High quality and ethical standards and strong identification with Celgene’s values
  • Effective time-management and ability to meet deadlines, strong organizational skills
  • Close attention to detail – “right first time”
  • Recognized competence in providing strategic advice and a willingness to work on unfamiliar and challenging topics
