(Senior) Government Affairs Specialist

Responsible for enhancing relationships with government, industry and other critical stakeholders for UL in Europe, influencing policy to support UL’s public safety mission and general business development. Working across a matrix organization, will develop and implement a government affairs strategy, while providing expertise as it relates to government policy at the Member State and European-level. Will combine critical relationships, a solid knowledge of UL and the TIC industry (Testing, Inspection, Certification), and a proven ability to translate complex technical concepts into simple terms, to positively impact policy as it relates to UL.

Job Responsibilities

Strategy: Develop and implement EU and Member State advocacy strategies, aligning priorities and positions with internal stakeholders. Actively engage commercial and regional leadership to identify priorities, establish goals and implement solutions resulting in short- and long-term benefits to UL; Define for leadership the role government affairs can have in advancing their regional and commercial priorities.

Intelligence: Manages together with Government Affairs colleagues, the regulatory and industry intelligence gathering, analysis and targeted dissemination to internal customers. Proactive engagement with key external stakeholders in an effort to understand early-on government priorities and potentially regulatory movements. Translate government actions into potential risks and opportunities for internal clients; use government affairs expertise to support executive discussions and validate external positions.

Relationship Management: Brings a strong network of contacts within the European Institutions and Member States. Cultivates and sustains a strong network of contacts within government, industry , consumer, the TIC industry, and other organizations that influence policy or regulation that impact public and consumer safety, sustainability, and security in Europe. Actively maintains stakeholder maps. Regularly facilitates meetings between external stakeholders and UL leadership, technical experts, and government affairs representatives.

Regulatory Influence: Works with key contacts to enhance their understanding of UL and UL’s positions that contribute to its public safety mission. Provide and facilitate conformity assessment education to stakeholders, participate in fora concerned with safety, security, and sustainability. Working across the enterprise, draft, modify and submit UL responses to government inquiries and public consultations.

Thought Leadership: Enhance UL’s public safety mission by adding the EU policy dimensions to UL’s public safety expertise. Identify and secure opportunities to provide UL thought leadership on public and consumer safety, sustainability and security. Align UL’s thought leadership with public discussions as a tool toward influencing or shaping the public debate. Working with UL technical experts to prepare and produce papers and other appropriate materials to convey UL competencies to European stakeholders. Ensure marketing materials are appropriately tailored to government stakeholders where applicable.

Minimum Requirements

  • Proven self-starter with ability to work effectively across a matrix organization
  • University degree (Equivalent to a Bachelor’s degree) in Business Administration, Government Relations, Public Affairs, Political Science or related field and five years of related experience. Advanced degree preferred.
  • Must possess strong analytical and strategic thinking abilities, as well as political and interpersonal savvy.* Capable of representing UL at very senior levels of government, business and other organizations.
  • Thorough familiarity with the EU legislative processes, with knowledge of key member states‘ government processes.* Strong project management skills.
  • Demonstrated ability to facilitate or lead meetings, make presentations and organize both internal and external coalitions or other cooperative efforts.
  • Excellent oral and written communication skills (English)
